Minister defends higher tolls

JAKARTA (Antara): Public Works Minister Djoko Kirmanto said Tuesday toll road users were free to go ahead with a class-action lawsuit against increased tariffs that will apply to 13 turnpike segments starting Thursday.

"The public has the right to file a lawsuit but it should be remembered that the toll road tariff increase is also based on rules and legislations," the minister said.

Minister Kirmanto made the remarks in response to reports that toll road users were collecting signatures for a class action against the government over toll road tariffs.

The minister said that under a 2005 government regulation on toll roads and a 2004 law on roads, the government was required to raise turnpike tariffs once every two years, to keep pace with inflation.

"If we did not increase the toll road charges, we would be violating the regulations," the minister said.

He said the toll increase constituted a government policy aimed at attracting investment in the development of infrastructure facilities, particularly turnpikes.

The head of the Toll Road Regulatory Agency, Hisnu Pawenang, said at a hearing with Commission V of the House of Representatives last week that under the 2004 law on roads, there were 13 turnpikes whose tolls were to be increased every two years.
